There is no legal difference between pirates that attack ships in international waters and the U.S. Military attacks on motor boats on the high seas.
The comment "if they are part of the drug trade, they deserve to be killed" or something like it is heard from the halls of the US Congress to the White House, to the MAGAite echo chambers of their propaganda systems.
The U.S.A. used to have "justice for all" as one of its ideals.
(Remember that phrase? It is the last part of the Pledge of Allegiance)
Murder on the high seas has little to do with justice.
It has a lot to do with a desire to use killing people as a demonstration of strength, especially the video game like destruction of boats in international waters blowing up.
Everyone that directly participates in these murder-boat actions is liable under international law for killings on the high seas. This puts the U.S. military at the same place as pirates who kill people, in international waters, to get what they want.
But what about the drug smuggling?
"In 2024, Customs and Border Patrol seized 28.4 metric tons (MT) of cocaine; the U.S. Coast Guard intercepted 106.3 MT." The work of the Coast Guard and Customs and Border Patrol is not as flashy as a video feed from a drone showing some boat and its crew being blown up. It is stopping the flow of drugs into the U.S.A.
No evidence has been put forth showing that the delivery point for any of these murder-boats was a site in the U.S.A. or anywhere near a place where Coast Guard, Customs and Border Patrol could arrest them.
The Trump cult has sown time and again that it cares not about justice and the side issue of liberty. They are sowing the seeds of wrath. The population of the U.S.A. is in the same boat as the Trumpican Party and will reap what they have sown and suffer the consequences of their lawlessness and injustice.
